Sberbank initiated the creation of the national cyber resilience program "OSNOVA" at the Eastern Economic Forum. Deputy Chairman of the Board of Sberbank Stanislav Kuznetsov presented the proposal as part of a session dedicated to cybersecurity.
The "OSNOVA" program includes six areas: creating a responsible body at the state level, developing a strategy, regulatory framework, domestic technologies, as well as recovery and adaptation to new threats. Kuznetsov emphasized that the absence of a unified state body hinders the development of cyber resilience. He proposed discussing the initiative in the State Duma, the Federation Council, and the Association of Banks of Russia.
We need to join efforts, help each other, help build a system and rules, and create the necessary level of cyber resilience that would not allow cybercriminals to achieve their goals.
He also noted that cyber resilience includes not only protection from attacks, but also the ability to quickly recover and adapt to new threats. According to Sber, a cyberattack occurs on companies in Russia every three minutes, and in the eight months of 2025, half of Russian organizations faced cyberattacks. The total damage to the economy is estimated at 1.5 trillion rubles. The number of attacks on businesses and government structures has tripled compared to last year, with 25% of attacked companies suffering financial losses and 48% reporting downtime.
With a responsible leader, it will be possible not only to develop a strategy, but also to implement it, form the necessary regulatory framework, promote domestic technological solutions, and consolidate efforts to create a comprehensive national cyber resilience system.
Russian cybersecurity solutions, according to Kuznetsov, are recognized as some of the best in the world, as evidenced by their success in international competitions. The development of these technologies can become the basis for their export and economic growth.
