State Duma deputies from the "New People" faction proposed mandating migrants in Russia to install and use the Max messenger. A corresponding letter was sent to the Minister of Internal Affairs, Vladimir Kolokoltsev.
The deputies proposed legislatively enshrining the obligation for foreign citizens to install Max for the duration of their stay in Russia. The initiators of the proposal — deputies Vladislav Davankov, Georgy Arapov, and Amir Khamitov — pointed out that migrants often use foreign messengers that do not meet security requirements and do not provide sufficient data protection. In their opinion, this creates risks of migrants being involved in fraudulent schemes and criminal activities, and also makes it difficult to monitor information interaction.
We consider it necessary to legislate the obligation for foreign citizens staying in the territory of the Russian Federation to install and use the Max messenger during their stay in the country.
The letter emphasizes that the use of the Max messenger will allow it to be integrated with government services, increase the efficiency of monitoring the migration situation, and create a secure channel for migrants to interact with authorities and employers. It may also reduce the use of foreign applications for illegal purposes.
The Max messenger, developed by VK, is positioned as a national service that meets the requirements of Russian legislation in the field of information security.
