From September 1, Russians will be able to independently restrict the issuance of new SIM cards through "Gosuslugi". The corresponding provisions come into force as part of the law on countering telephone fraud.
Users will be able to set a self-ban both through the "Gosuslugi" portal and through the MFC. When concluding new contracts, operators will check for restrictions by sending a request to a unified identification and authentication system associated with the subscriber's personal account. The ban can only be lifted by a personal visit to the MFC.
The law also prohibits the transfer of SIM cards to third parties, with the exception of close relatives. Subscribers will be able to opt out of mass calls and mailings, and SMS messages about calls will only arrive after the conversation is completed.
