New rules for motorists come into force in Russia on September 1. This was reported by the Ministry of Finance and the Ministry of Internal Affairs.
Duties for a number of public services are increasing. A driver's license now costs 4–6 thousand rubles instead of the previous 2–3 thousand, car registration with the issuance of license plates costs 3 thousand rubles (previously 2 thousand), and obtaining a vehicle title costs 1.2 thousand rubles (instead of 800 rubles). A certificate of making changes to the design of the car will cost 3 thousand rubles instead of 1 thousand. A new duty is also being introduced — 500 rubles for passing a technical inspection, which the car owner must pay.
At the same time, amendments to the Code of Administrative Offenses come into force. The fine for refusing to give way to special vehicles with special signals has been increased to 7.5–10 thousand rubles, and the period of license deprivation has increased from three to six months. The penalty now also applies to failure to give way to cars with flashing lights, but without a color graphic scheme.
The Ministry of Transport has provided additional privileges to official cars of the FSB and the Ministry of Internal Affairs — they are not subject to temporary restrictions for trucks, for example, during periods of heat.
The rules for medical examination have also been adjusted. A second check of the level of alcohol in exhaled air will be carried out after 15–25 minutes instead of the previous 15–20 minutes.
An updated list of medical contraindications for obtaining a driver's license also comes into force. The list has not changed, but diagnoses such as schizophrenia, epilepsy, mental retardation and blindness are listed in accordance with the international classification of diseases ICD-10.
