Russians began to pay fines for traffic violations more often in the first half of 2025

The most undisciplined drivers are on the roads of Moscow and the Moscow region

According to the Federal Bailiff Service (FBS), between January and July 2025, 8.2 million enforcement proceedings were initiated against drivers who had not paid fines for violations of traffic rules. This is 11% less than in the same period in 2024.

The leaders in the number of violations were the Moscow region (981.7 thousand), Moscow (841.9 thousand) and Dagestan (729.1 thousand proceedings). The regions with a high rate also include St. Petersburg, Chechnya, Rostov and Sverdlovsk regions, Krasnodar Territory and the Republic of Bashkortostan. The share of recoveries in initiated enforcement proceedings is 71.3%.

It is worth noting that, according to the results of the first half of the year, the number of fines issued by the State traffic inspectorate for traffic violations in Russia decreased by 7.5%.

Bailiffs have the right, when collecting debts in enforcement proceedings, to seize and confiscate property, seize bank accounts and deposits, prohibit travel abroad, restrict the right to drive a car, and withhold up to half of the debtor's salary.
