Internet providers and telecom operators in Russia may be obligated to notify law enforcement agencies about cases of fraud by telephone and on the Internet. The corresponding action plan to combat cybercrime was approved by the government, according to the Cabinet's website on August 20, 2025.
The plan envisages improving legislation and strengthening interdepartmental cooperation. The Ministry of Internal Affairs, the Ministry of Digital Development, the FSB, and Roskomnadzor, together with the Prosecutor General's Office and the Investigative Committee of the Russian Federation, will work on the issue of introducing an obligation for telecom operators, Internet providers, and website owners to inform law enforcement agencies about signs of cyber fraud. Following the results of this work, the government may propose changes to the laws in the third quarter of 2027.
The departments will also prepare proposals to strengthen responsibility for violating legislation on personal data, including increasing the statute of limitations for bringing to administrative responsibility.
The plan includes measures to improve the digital and financial literacy of citizens, including through social advertising and the creation of an updated repository of preventive materials.
