The Technical Academy of Rosatom (TAR) will be responsible for training operating personnel for the first nuclear power plant in Kazakhstan, according to Yuri Seleznev, Rector of the Academy. The number of students will range from 1,500 to 2,000 people.
Training will begin five years before the physical launch of the plant, which is scheduled for 2035–2036. After completion of construction, Kazakhstan will become the sole owner and operator of the nuclear power plant. In addition, TAR will develop and equip a training center for future specialists.
The construction of the station began on August 8, 2025. The nuclear power plant will be located near the village of Ulken in the Zhambyl district of the Almaty region, 340 km from Almaty. The station will consist of two power units with VVER-1200 generation III+ reactors with a total capacity of 2.4 GW. The service life of the reactors is 60 years with the possibility of extension by 20 years.
The decision to build the nuclear power plant was made following a referendum in 2024. In June 2025, Rosatom was selected as the leader of the international consortium for the implementation of the project.
The Technical Academy of Rosatom specializes in training personnel for the nuclear industry, including retraining specialists and providing scientific and methodological support. The Academy also trains personnel for foreign nuclear power plants.
