The Russian Ecological Party "The Greens" has put forward a proposal to return free or preferential charging for owners of electric vehicles for up to three years. The initiative has been sent to the Ministry of Transport and the Ministry of Industry and Trade. The aim of this proposal is to stimulate interest in electric vehicles in the country.
The authors of the initiative are confident that such a measure will help accelerate the transition to environmentally friendly technologies and will have a significant impact on reducing harmful emissions. In addition, the party emphasizes the need for active development of infrastructure for charging electric vehicles. "The Greens" propose to increase the number of charging stations in residential areas, business centers and transport hubs.
In the long term, it is planned to equip all city parking lots in major cities with charging devices. From March 1, 2026, all new gas stations in Russia, located along federal, regional and local roads, will be required to have charging stations for electric vehicles.
The "Moscow Energy" city program, which provided free charging for electric vehicles, has recently been completed. According to the capital's Department of Transport, all charging stations now operate on commercial tariffs. From July 23, 2025, electricity at such stations will cost 20 rubles per 1 kilowatt-hour at DC stations and 15 rubles per 1 kilowatt-hour at AC stations.
The free pilot project lasted almost five years. During this time, drivers used the charging stations more than a million times. The authorities are confident that the introduction of a fee will help accelerate infrastructure development, improve service quality and reduce the load on existing stations.
