Rosatom Seeks Funding: Company Requests Assistance to Reduce Costs on Nuclear Energy Projects

State Corporation Needs Subsidies to Finance New Power Units and Floating Stations

State Corporation Rosatom has requested state support to reduce the cost of borrowed funds for the development of nuclear energy projects. At a meeting of the State Council Commission on Energy, company representatives reported that borrowed funds would be required for the construction of new power units starting in 2027. First Deputy Director General Andrey Petrov proposed that the government consider support measures, including subsidizing interest rates on loans.

Rosatom CEO Alexey Likhachev noted that either subsidies or access to low-cost resources are important for the company. Financial institutions should determine the optimal mechanism. Previously, Rosatom had already applied for budget funding for the Shelf-M and Elena-AM small power unit projects, but has not yet received approval.

Special attention is paid to floating nuclear power plants. In 2024, Deputy Director General of Atomenergomash Vladimir Aptekarev emphasized the need for a separate support program for such projects. High key rates and restrictions in international markets make it difficult to attract funds. Subsidizing loan rates and guarantees from an export agency are required for tariff competitiveness and to operate in foreign markets.

Historically, Rosatom financed projects through power supply agreements (PSA). However, the increasing cost of borrowing and restrictions in foreign markets create challenges. The company is actively developing small modular reactor technologies and floating stations, which can provide energy to remote regions and export markets.
