The Ministry of Internal Affairs of Russia plans to tighten control over the technical inspection (TI) procedure by introducing new digital verification mechanisms. According to the draft amendments published on regulation.gov.ru, TI operators will be required to inspect vehicles through the Federal State Information System (FSIS) "Taxi." This will prevent carriers from evading the mandatory semi-annual inspection.
One of the key changes is the ability to suspend unscrupulous technical inspection operators' access to the Unified Automated Technical Inspection System (EAISTO) without waiting for a decision from the Russian Union of Motor Insurers (RSA). Currently, the process takes time as it requires verification from the RSA. The new rules will allow the Ministry of Internal Affairs to quickly block fraudsters. In addition, if the amendments are adopted, the agency will be able to use information from the prosecutor's office or the court to promptly cancel the diagnostic card if violations are detected. Currently, this is only possible if the police themselves have identified the violation.
The agency also proposes to simplify the TI procedure for owners who have lost their vehicle documents. Instead of the vehicle registration certificate (STS) or vehicle passport (PTS), an extract from the electronic vehicle registry can be provided.
According to the Scientific Center for Road Safety, 3.6 thousand violations were detected during the TI in 2024, of which 77% were fictitious diagnostic cards. The introduction of digital checks is intended to reduce the number of such cases.
