The volume of detected and blocked resources has been steadily decreasing in recent years

In the first half of 2025, nearly five thousand fraudulent resources posing as state lotteries were blocked in Russia. Of these, 4.7 thousand were websites, 126 were fake accounts and groups on social networks, 25 were messages in messengers, and 38 were mobile applications of fraudsters. This was reported by Stoloto, the largest distributor of state lotteries in Russia.

In the first half of 2025, Stoloto and F6, a Russian developer of technologies for combating cybercrime, detected and blocked 4,891 fraudulent resources operating under the guise of popular state lotteries, including those illegally using the Stoloto brand. Of these, 4,702 were fraudulent websites, 126 were fake posts, accounts, and groups on social networks, another 25 were messages in messengers, and 38 were fake mobile applications.

In recent years, the number of blocked malicious resources has been steadily decreasing. For example, in the first half of 2022, there were 18.7 thousand, in 2023 – 7.35 thousand, and in the first half of 2024 – 3.5 thousand.

Our specialists see that phishing and scams still remain at the top of the main cyber threats for brands. Another trend has also been noticed: the number of fraudulent sites is rapidly decreasing if the company is actively fighting digital crime with the help of modern technologies.

Stoloto noted that since 2014, all lotteries in Russia have become state lotteries. They are organized by the Ministry of Finance and the Ministry of Sports of the Russian Federation. Control over the conduct is carried out by the Federal Tax Service of Russia.
