The Ministry of Transport of Russia has proposed postponing the mandatory equipping of cabins and interiors of new aircraft with video cameras until September 1, 2027. The corresponding draft government decree prepared by the ministry has been posted on the portal of draft legal acts.

According to the current decree, from September 2025, Russian and foreign airlines will be required to equip new aircraft with video cameras. This requirement applies to all aircraft that will be included in the operator's certificate after the specified date.

The explanatory note to the bill states that the installation of such equipment is currently difficult due to the predominance of foreign aircraft in Russia and the difficulties with their maintenance. This is due to logistical problems and sanctions policies directed against the country.

The Ministry of Transport has repeatedly proposed postponing the installation of video cameras on airplanes. The requirement for the presence of such devices in cabins appeared in 2011 in an order of the Ministry of Transport of the Russian Federation on transport security. However, airlines considered this initiative difficult to implement and costly.

Rostransnadzor did not punish airlines for violating this rule until 2016, but then fines became relevant again. The Ministry of Transport postponed the introduction of the measure first to 2019, and then to January 1, 2020. For example, Aeroflot proposed postponing the installation of cameras on airplanes until 2025–2030. In 2018, the airline estimated the costs at 40 billion rubles.

Earlier it became known that the Ministry of Industry and Trade of the Russian Federation plans to launch research and development work on a new wide-body aircraft in 2026, but has not yet named specific dates.
