Ministry of Industry and Trade Tightens Requirements for Russian Microchips

Maximum points for the "domestic product" marking will be awarded only for full-cycle production in the Russian Federation

The Ministry of Industry and Trade plans to introduce amendments to government decree No. 719, which will radically revise the criteria for recognizing integrated microcircuits as Russian. According to the draft letter from Deputy Head of the Ministry Vasily Shpak, maximum points for assigning the status of "domestic product" will be awarded only for a full production cycle in the Russian Federation, including packaging, modernization, and the use of domestic materials. Currently, a chip is considered Russian if it is developed in the country and the rights are registered with a local legal entity.

Experts emphasize the technological challenges. Transferring the production of one processor model requires investments of about 5 billion rubles and two years of work, said Maxim Koposov, director of Promobit. At the same time, Russia lacks the necessary production capacity.

The project also involves the mandatory use of Russian photoresists (from 2030), photomasks (from 2035), as well as housings, substrates, and specialized software for design.

Mikhail Dobrokhotov from GS Group notes that the changes are aimed at strengthening the localization of integrated circuits. According to him, thanks to this, Russian companies will be able to score localization points not only through development:

However, it is worth noting that the experiment on packaging Baikal processors, conducted in March 2024, showed mixed results — the percentage of defects reached 50%. Representatives of Baikal Electronics and MCST declined to comment. The document has already been agreed upon with key market players, including JSC Mikron and STC Module.
