An increase in the number of fraudulent schemes is predicted in Russia in the second half of 2025. This was reported by experts from the Presidential Academy (RANEPA).
According to analytical data, scammers have begun to actively use the topic of the new law in their schemes, which prohibits the use of foreign messengers by state bodies and businesses to communicate with citizens. The law came into force on June 1, 2025.
The perpetrators claim that a so-called "unified aggregator of public services" has appeared. They call citizens, posing as technical specialists of the new information service. The criminals claim that the service allows you to easily switch between various government departments to supposedly simplify the process of obtaining public services. In fact, no such aggregator exists.
During the conversation, scammers may inform the victim about non-existent security problems, criminal cases, or personal data leaks, and then switch to a "specialist" who will offer a solution. In some cases, citizens are offered to register on a new portal, where public services are supposedly available.
As a result, victims receive phishing links or offers to download an application for registration on the "unified platform." After clicking on the link or installing the program, the attackers gain access to users' personal data. In addition, to activate the account, scammers may request a recovery code from the real "Gosuslugi," which allows them to take control of the citizen's account.
