The Ministry of Digital Development of Russia is preparing amendments to the law "On Communications." They aim to prohibit changing the identification numbers of mobile devices (IMEI) linked to their numbers. These innovations will become part of a larger bill to combat cyber fraud.
If there are signs of unreliable information about the identifier or illegal actions, the specified information is sent to the state information system for combating offenses.
As part of the proposed changes, it is planned to create a unified database of mobile devices and introduce blacklists of unique numbers. Karen Kazaryan, Director of the Internet Research Institute, noted that IMEI spoofing is one of the tools used by cybercriminals to hide the device from which fraud was committed. He also added that IMEI is used by bank security services to determine that it is the client who is accessing the mobile application, and not a fraudster who has replaced the SIM card.
Until now, manipulations with identification numbers have not been regulated by law. This created opportunities for abuse and fraud.
