The law allowing Russians to opt out of mass mailings will come into force on August 1, 2025. This was announced by Anton Nemkin, a member of the State Duma Committee on Information Policy and coordinator of the Digital Russia project.

You can оформлять the refusal through your personal account on the telecom operator's website or in the mobile application. This should simplify notification management and reduce spam.

From September, mass calls will be prohibited without the subscriber's consent. In addition, a service for complaints about spam will appear on the Gosuslugi portal if it continues to arrive even after unsubscribing. Operators will be required to stop mailings at the user's request.

According to the deputy, the new system will help protect citizens from fraudulent schemes, for which spam often becomes the first step — through messages, push notifications, or calls. It could also form the basis for a broader digital consent management system, where the user controls who can contact them and how.

Nemkin emphasized that this measure is especially relevant against the backdrop of the growing number of cyber threats and should be combined with other digital security tools.
