The State Duma may consider a bill in June to increase administrative fines for transporting children without special restraint devices in vehicles. This information is contained in the bill's file in the Duma's electronic database.
It is proposed to increase fines for violating the requirements for the transportation of children. For drivers, fines will increase from 3 to 5 thousand rubles, for officials — from 25 to 50 thousand rubles, for legal entities — from 100 to 200 thousand rubles. The changes are planned to be made to part 3 of article 12.23 of the Code of Administrative Offenses of the Russian Federation.
According to current regulations, children under seven years of age must be in a car seat or child seat that is appropriate for their size. For children from 7 to 11 years old, the use of a seat belt in the back seat is allowed, but in the front seat they must be in a child seat or booster. Children over 12 years of age must use a seat belt in any seat.
The Ministry of Transport has also prepared a draft that introduces the concept of a "child restraint system" into the rules of the road. Such systems will not include straps, adapters, and other potentially dangerous devices that could worsen the consequences of an accident.
