The Federal Antimonopoly Service (FAS) of Russia has introduced updated rules that will ensure equal conditions for all air carriers. The changes will take effect on September 1, 2025. The government has already approved the new version of the document that regulates access to airport services.
The main goal of the new rules is to eliminate discrimination among air carriers. According to the document, the main airport operator will consider applications for flight schedules. At the same time, three levels of priority are provided for processing applications. As before, priority will be given to flights operated on the instructions of the government, as well as flights related to the defense and security of the country.
In addition, the new rules define the procedure for accessing aviation fuel services. An important aspect is the mandatory disclosure of information. Airport operators must publish data on service tariffs, throughput and technical capabilities of the airport on their official websites.
The FAS emphasized that these measures are aimed at creating equal conditions for all air carriers. They will avoid situations where some companies have advantages over others in accessing airport services and infrastructure. The new rules are designed to improve the competitive environment in the aviation industry and ensure fairer conditions for all market participants.
