The Russian government has proposed a phased introduction of the digital ruble for budget payments starting in 2025

The Russian government has submitted a bill to the State Duma that provides for the integration of the digital ruble into the budget process. According to the document, starting from October 1, 2025, part of the federal budget expenditures can be paid in digital currency, subject to agreement with the Bank of Russia. And from January 1, 2026, the digital ruble will become available for any budget payments.

In addition, from 2026, the authorities plan to allow the use of the digital ruble for crediting revenues to the federal budget and transfers to budgetary institutions. From July 2027, the mechanism will extend to regional and municipal budgets, as well as to state extra-budgetary funds.

On May 22, the State Duma adopted the bill in the first reading, which will oblige banks to provide clients with access to the digital ruble platform. This is an important step in the development of the country's digital financial infrastructure.

The digital ruble is a form of national currency that exists as a unique digital code or token. This code is stored in digital wallets, access to which is provided through a platform developed by the Central Bank of the Russian Federation. Unlike non-cash rubles, which are the obligations of commercial banks to their clients, the digital ruble is a direct obligation of the Central Bank. This key difference ensures a higher level of reliability, as the funds do not depend on the financial condition of a particular bank.

The digital ruble, unlike cryptocurrencies, is a fully regulated asset issued by the Bank of Russia. Its implementation can speed up budget calculations, increase transaction transparency, and reduce costs.
