State Duma Concerned About Possible Increase in Air Ticket Prices in 2027

Introduction of mandatory ICAO requirements to reduce carbon emissions may lead to additional costs for airlines

The State Duma has expressed concern about the potential increase in the cost of passenger air transportation due to the entry into force in 2027 of mandatory standards of the International Civil Aviation Organization (ICAO).

According to the new rules, Russia will be obliged to reduce carbon dioxide emissions and pay for exceeding the base level of emissions (85% of the 2019 figures) for international flights. The new rules may force airlines to increase ticket prices to compensate for additional costs.

One possible solution to this problem could be the launch of production of low-carbon or sustainable aviation fuel in Russia, such as LCAF (based on fossil carbon) and SAF (from plant materials). This proposal was made by the Deputy Head of the State Duma Committee on Energy, Yuri Stankevich.

There are serious obstacles to the implementation of this idea, including the lack of domestic standards and recognition of Russian green aviation fuel in the international arena, experts believe.

The development of the necessary standards and work on the recognition of Russian aviation fuel in ICAO could become key steps to ensure the competitiveness of Russian aviation in the face of new environmental requirements.
