A group of deputies from the LDPR, led by party leader Leonid Slutsky, will submit a bill to the State Duma. It will oblige renters of electric scooters to conclude a mandatory civil liability insurance contract (OSAGO).
In the case of use in commercial activities (including when provided for rent, operation for the transportation of goods) of electric bicycles and personal mobility devices weighing more than 15 kilograms.
The insurance should cover not specific drivers, but an unlimited number of persons whom the owner has allowed to use the personal mobility device.
Deputies also propose to introduce state registration of commercial personal mobility devices (SIM) and electric bicycles. This innovation is aimed at their identification, increasing the accountability of rental and delivery operators, as well as simplifying the administration of insurance cases.
According to the head of the party, Leonid Slutsky, in the nine months of 2024, about 4 thousand accidents were recorded due to the fault of "daredevils" on SIMs and electric bicycles.
The implementation of the LDPR initiative will increase the safety of all road users, protect the interests of victims in road accidents and reduce the burden on the courts.
