Russian President Vladimir Putin emphasized that digitalization in public administration should improve communication with citizens, rather than create a "digital fence" between them and local authorities.
The digitalization of public administration in Russia has been actively developing in recent years, especially within the framework of national projects and strategies such as the "Digital Economy" and "Data Economy and Digital Transformation of the State." As part of these initiatives, new platforms and systems are being created to improve the efficiency of government bodies, improve access to public services, and simplify processes for citizens. One of the main goals is to create a network of interconnected digital services and databases for prompt decision-making and management.
In his speech at a meeting with heads of municipalities as part of the All-Russian Municipal Forum on April 21, he noted the importance of maintaining live communication between authorities and the population.

Despite the unique capabilities of digital platforms, they cannot replace direct communication with citizens, he pointed out.
Putin noted that the Internet and digital resources really increase management efficiency at all levels, but the key issue remains maintaining a live connection with people. He called for maintaining direct contact and uniting all levels of government around common goals, so as not to lose the human element in the process of digital transformation.
