Ministry of Economy, Ministry of Education and Science, and Ministry of Industry and Trade Divided Roles in the New System

State management of technologies in Russia is being reorganized. Most of the documents for this are ready or are in the process of being finalized.

Now the course from above — from the state to business. The Ministry of Economy is responsible for strategy, the Ministry of Education and Science is responsible for science and personnel, and the Ministry of Industry and Trade is responsible for implementation. First Deputy Prime Minister Denis Manturov coordinates everything at the cabinet level.

Instead of "import substitution from below," a centralized technology policy is being launched: with a focus on critical technologies, long-term planning, and a series of national projects — from industry to biotech. The goal is technological leadership in an environment of isolation.

There are also problems: a shortage of long-term financing, fragmented support, weak coverage of small businesses, and risks due to forceful control. Government support mainly works for large players and mature technologies. Opening the market from the outside could nullify investments.
