To be revised: Scandalous bill on mandatory use of Russian cars in taxis to be amended

Entrepreneurs believe that the adoption of the law will displace the self-employed and cause an increase in travel prices

The bill obliging taxi fleets to use exclusively cars from Russian manufacturers will be revised. The state legal department (GPU) of the presidential administration of the Russian Federation opposed the current version. Industry experts and business representatives also believe that the document does not take into account the real situation on the market and may lead to negative socio-economic consequences.

The GPU noted the need for further discussion of the bill with the Ministry of Industry and Trade, the Russian Union of Industrialists and Entrepreneurs, Delovaya Rossiya, the FSB and other structures.

The main argument of the opponents of the law is the lack of a sufficient number of domestic cars that meet the requirements of a taxi in terms of reliability, comfort and cost. Industry representatives believe that the adoption of the initiative in its current form could displace up to 70% of drivers into the shadow sector, cause an increase in travel prices and social discontent. A similar position was taken by trade unions, lawyers and representatives of the largest aggregators.

Lawyers point to a violation of antitrust laws and discrimination against entrepreneurs, especially the self-employed, who will simply not be able to afford to buy new cars. According to experts, the state should not prohibit, but stimulate the transition to the domestic auto industry - through subsidies, tax incentives and infrastructure development. Without this, the innovation may harm the industry and consumers.

The industry recognizes the strategic importance of supporting the local auto industry, but demands flexibility, phased implementation of requirements and maintaining market balance. It is proposed to postpone the entry into force of the law for at least a year, exclude the self-employed from the requirements and revise the vehicle assessment system.
