In 65% of cases, accidents involved rental scooters

In 2024, the number of accidents involving personal mobility devices (PMD), particularly electric scooters, has increased in Russia. The number of accidents increased by 42.8%, and the number of deaths increased by 25.6%. This is according to data from the Ministry of Internal Affairs.

In 65% of incidents, rental scooters were involved. This figure is 14% higher compared to last year. In total, 4.42 thousand accidents were recorded in 2024, claiming the lives of 54 people, including 6 children.

The largest number of accidents involving electric scooters was recorded in Moscow (1.32 thousand), Krasnoyarsk Territory (406), Nizhny Novgorod Region (234), Krasnodar Territory (202), St. Petersburg (202), Tyumen (162), Sverdlovsk (129) and Samara (104) regions. The share of accidents involving rental electric scooters increased to 65.5%, which is 14 percentage points more compared to the previous year.

The authorities are planning to take measures and are preparing a package of amendments to the traffic rules (SDA) to improve road safety. The first version of the document was presented by the Ministry of Transport in September 2024, but was withdrawn.

In March of this year, the amendments were discussed at a meeting in the Russian government and sent for revision. Among the proposals are a ban on riding PMDs on pedestrian paths, raising the minimum age for riding from 14 to 16 years, and mandatory wearing of helmets.

The State Duma also has amendments to the Code of Administrative Offenses, increasing fines for PMD users from 1.5 thousand to 30 thousand rubles for violations. These amendments were adopted in the first reading in the summer of 2024 and are now being finalized for the second reading.

The kick-sharing season has already started in many cities, including Moscow and Yekaterinburg. During this time, 23 accidents involving electric scooters have already occurred in the capital.
