From October 1, 2025, a bill on the localization of cars for taxi services may come into force in Russia.
According to the amendments, vehicles will be allowed to operate as taxis only if they meet the established localization criteria. These criteria include obtaining the necessary score for the level of localization and having most of the assembly done in the Russian Federation.
In addition, cars produced under special investment contracts (SPIC) from March 1, 2022, to March 1, 2025, will also be able to work as taxis. Cars produced after March 1, 2025, under SPIC, will be able to enter the register only with the approval of the government.
This bill, which was adopted in the first reading in January 2024, amends Law 580-FZ "On Taxis." The draft also states that from January 1, 2033, only cars with the required level of localization will be allowed to operate as taxis.
Valery Korneev, Chairman of the Digital World Users Union, noted that the ban on registering cars that do not meet localization requirements from October 1, 2025, is being introduced too quickly. In his opinion, this may lead to a mass exodus of drivers to the shadow sector. The expert also warned that the adoption of the law could lead to higher prices for legal taxis, as well as cause an outflow of drivers into the shadow economy.
