Russian Courts Block 33 Sticker Packs with Extremist Symbols in Telegram

Distributors of banned stickers face fines

Russian courts have banned more than 30 sticker packs in Telegram due to Nazi symbols.

On March 12, courts in the Kirov region recognized 33 sticker sets containing images of Adolf Hitler, swastikas, and related memes as extremist. The decisions require the blocking of these sticker packs. Users who continue to distribute them face fines of up to 2,000 rubles.

Not individual stickers, but entire sets via specific links are banned, as viewing any sticker pack grants access to all prohibited content. The Kirov Region Prosecutor's Office, which initiated the lawsuits, characterized the content as "propaganda of Nazi ideology."

Deputy Chairman of the State Duma IT Committee, Anton Gorelkin, noted that blocking Telegram could be avoided if the messenger removes the controversial sticker packs. He also urged the messenger's administration to consider implementing mechanisms that allow users to report illegal content. Even a neutral sticker from a banned set will be considered a violation, as it provides access to the entire pack.

Experts clarify that the ban only applies to specific links, and if a sticker pack is re-released without the banned symbols and with a new address, it can be used legally.
