Distributors of banned stickers face fines

Russian courts have banned more than 30 sticker packs in Telegram due to Nazi symbols.

For example, on March 12, the courts of the Kirov region recognized 33 sets of stickers containing images of Adolf Hitler, swastikas, and related memes as extremist. The decisions require the blocking of sticker packs. Users who continue to distribute them face fines of up to 2,000 rubles.

Not individual stickers are prohibited, but entire sets via specific links, since viewing any sticker pack provides access to all prohibited content. The Prosecutor's Office of the Kirov Region, which initiated the lawsuits, described this content as "propaganda of Nazi ideology."

Deputy Chairman of the State Duma IT Committee Anton Gorelkin noted that blocking Telegram can be avoided if the messenger removes the controversial sticker packs. He also urged the messenger's administration to consider implementing mechanisms that allow users to complain about illegal content. At the same time, even a neutral sticker from a prohibited set will be considered a violation, as it provides access to the entire package.

Experts clarify that the ban applies only to specific links, and if the sticker pack is re-released without prohibited symbols with a new address, it can be used legally.
