The Ministry of Digital Development of Russia (Mintsifry) intends to spend about 6 billion rubles on the development of a data management system for Russians. The money will go towards creating a service for processing geolocation data provided by mobile operators.
As part of the development of the "EIP NSUD" (National Data Management System) program, it is planned to allocate 5.8 billion rubles in 2025-2027. In 2025, 1.8 billion rubles will be allocated, in 2026 — 1.9 billion, and in 2027 — 2.1 billion. Telecom operators will be required to transmit anonymized data of their clients, but this requires changes in legislation.
According to amendments to the law "On Personal Data", businesses will be required to provide data free of charge at the request of the state. However, user consent to data transfer is not required. Initially, only government agencies will have access to the information.
Experts note that the transfer of geolocation data may violate the confidentiality of communications. Operators have already faced similar issues during the pandemic, when data was used to monitor compliance with quarantine measures. For the successful implementation of the project, the Ministry of Digital Development will need to amend the current legislation to avoid legal risks for telecom operators.
