Business Calls for Review of GLONASS Monopoly on Logging Truck Control

Volga Paper Mill Appeals to Ministry of Industry and Trade to Reform Monitoring System, Citing Technical Issues and High Costs

One of Russia's largest paper mills, Volga, has sent a letter to the Ministry of Industry and Trade requesting a restriction on JSC GLONASS's monopoly on logging truck movement control services.

The letter from Volga's Deputy General Director, Denis Kumirov, lists the shortcomings of the system: frequent failures, errors in the formation of forest plots, and inconsistencies in mapping data. These problems lead to increased costs and administrative burden on forest users.

Kumirov also noted that GLONASS, being the sole service provider, delays the connection of equipment and does not provide the necessary technical support. As a result, timber industry companies risk facing administrative liability for non-compliance with the new rules, which have not yet actually come into force.

Representatives of Rosleskhoz and the Ministry of Industry and Trade confirmed the existence of problems in the system, but pointed to the need to comply with the law. At the same time, GLONASS claims that it is not a monopoly and offers competitive rates for its services.

From January 1, 2025, all logging trucks are required to use the ERA-GLONASS system, but businesses are facing serious technical problems.
