Roskomnadzor announced the blocking of 9.5 million SIM cards belonging to foreigners as part of the fight against illegal use of mobile numbers.
From September 2023 to December 2024, Roskomnadzor checked over 424 million mobile numbers through the identification module control system (KSIM). Of these, 22.4 million belonged to foreign citizens. As a result of verification, 128 million violations related to unreliable subscriber data were identified. The majority (124 million) were eliminated by operators by updating the information, however, 4 million SIM cards had to be blocked due to the impossibility of confirming the legality of registration.
Special attention is paid to the numbers of foreigners. From May to December 2024, 22.4 million SIM cards registered to 11.2 million citizens of other countries were checked. After the new rules come into force in 2025, each foreigner can own no more than 10 numbers. 6 million people underwent re-identification, confirming the right to 12.9 million numbers. The remaining 5.2 million foreigners were unable to verify 9.5 million SIM cards, which were blocked.
The KSIM system, integrated with the databases of the Ministry of Internal Affairs, the Federal Tax Service and the ESIA, allows operators to quickly identify suspicious numbers. Since January 2025, 989.2 thousand SIM cards have already been blocked - 217.1 thousand more than in the same period last year. To enhance the protection of citizens, a service will be launched on the Gosuslugi portal on April 1, where you can check all communication contracts registered in your name. This will help reduce the number of numbers registered by fraudsters without the knowledge of the document owners.
