Deputy Moskalkova calls for stricter measures to counter harmful content online

The Commissioner for Human Rights in Russia, Tatyana Moskalkova, in her report for 2024, proposed tightening legislation to protect minors on the Internet.

She called for the legislative introduction of mandatory age verification for Internet users in order to prevent adolescents from accessing content that may be harmful to their psyche and development.

Currently, content labeled 18+ is available to any user who simply indicates that they are 18 years old, without the need to confirm this fact. Moskalkova stressed that in order to protect minors from such content, it is necessary to develop stricter age verification requirements to ensure safety online.

In addition, in her report, she proposed other measures, such as defining the concept of "blogger" in legislation, banning Internet access as punishment for bullying, and mandatory informing people about cases of personal data theft. These proposals are aimed at improving the legal framework on the Internet and increasing user safety.
