Thousands of New Railcars Idle: Impossible to Deliver to Customers Due to Russian Railways' Refusal

Enterprises are Storing Products in Multiple Tiers

A serious problem has arisen at Russian railcar manufacturing plants — more than 2,500 new railcars cannot be used due to Russian Railways' refusal to accept them onto their network. Enterprises are forced to store products in multiple tiers.

For example, more than 430 railcars are stored at the Kanash Railcar Building Plant. The situation is even worse at Altayvagon — railcars have begun to be dismantled due to lack of space.

According to Russian Railways, the problems with traffic on the network are related to the excessive number of railcars, which exceeds 250,000 units. The operator is trying to resolve this situation by introducing limits on the assignment of railcars to stations adjacent to the plants. To obtain an identification number, the manufacturer must assign the railcar to a station. However, the buyer re-registers it to themselves only after two to three months.

Evgeny Semenov, Executive Director of the Association of Railcar Builders (ОВС), noted that the initial assignment has always been a formality, but now manufacturers are being refused it, citing the congestion of stations. He also added that back in 2010, Russian Railways recognized the assignment rules as outdated. But since then, no station audit has been conducted.

A source in Russian Railways called the appeal to the problem a PR campaign, pointing out that the operators themselves are to blame for the situation — they failed to cope with the excessive fleet of railcars.

Earlier, www1.ru reported that Russian Railways had temporarily suspended the acceptance of new freight railcars.
