The Ministry of Digital Development of Russia (Mintsifry) has announced the introduction of additional requirements for software (SW) to ensure its compatibility with two Russian operating systems. This condition is necessary for including software in the ministry's registry and obtaining benefits such as VAT exemption and access to government orders.

- Compatibility: Software must be compatible with two OSs from the registry, and for hardware and software systems — with at least one.
- Implementation deadlines: The new requirements will come into effect on June 1, 2025, for virtualization and office software, on January 1, 2026, for cloud solutions, and on January 1, 2027, for industrial software.
- Government procurement: Non-compliance with the new criteria will not lead to exclusion from the registry, but meeting the requirements will provide advantages in government procurement.
- Restrictions for state-owned companies: From January 1, 2025, state-owned companies will only be able to include software in the registry that has no analogues in the registry
- Additional requirements include software compatibility with Russian processors and browsers, as well as the availability of development tools without sanctions restrictions.
Experts believe that these measures will improve the quality of domestic software and strengthen confidence in it, but may lead to additional costs for developers.
