The Ministry of Digital Development (Ministry of Digital Affairs), together with the Central Bank and law enforcement agencies, has developed a package of bills aimed at significantly reducing opportunities for fraudsters. Let's take a closer look at what the officials have proposed.
Deputy Prime Minister Dmitry Grigorenko emphasizes that the proposed measures are part of a comprehensive approach covering the most common fraud schemes. In the process of preparing the initiatives, popular methods of deception were studied, such as fraudulent calls and messages, hacking of personal accounts and registration of loans on someone else's documents.
The package of bills includes about 30 measures. In particular, citizens will be able to remotely block the possibility of applying for loans and online loans through the "Gosuslugi" platform or banking applications. This restriction can only be lifted with a personal visit to the MFC or bank.
Credit institutions will be required to conduct a more thorough check of borrowers, including an analysis of credit history and accounts to which funds are planned to be transferred. A ban is also being introduced on the transfer of microloans to third-party accounts.
In the event of a change in account data or information leakage, a temporary "freeze" on the issuance of online loans will occur, which will make it impossible to apply for a loan remotely during this period.
Online exchange of information will be organized between government agencies, banks and digital platforms for automatic monitoring, which will allow prompt identification of suspicious activities and notification of law enforcement agencies.
The bills also provide for mandatory user identification rules and call labeling so that the name of the organization or the name of the person is displayed on the phone screen, which will help distinguish fraudsters from bona fide users. In addition, a ban will be introduced on communication through messengers by representatives of state bodies and banks, which will allow citizens to recognize fraudsters more quickly.
