The amendments to the bill aim to increase transparency

The State Duma proposed to introduce an amendment to the bill on оформлении (registration) of consent to the processing of personal data, which requires indicating in the consent that the information will be processed using artificial intelligence technologies. The amendment was prepared for the second reading of the bill, which regulates the separate оформлении (registration) of consent to the processing of personal data, and not their inclusion in other documents.

The authors of the amendment were the leader of the "New People" party, Alexey Nechaev, and the first deputy chairman of the State Duma Committee on Information Policy, Anton Tkachev. According to current legislation, consent must contain a list of actions with personal data, as well as a description of the methods of their processing. The amendment clarifies that consent should include information on the use of artificial intelligence technology in the data processing process.

The bill concerning separate оформлении (registration) of consent was submitted to the State Duma in July. In the first reading, it was adopted on October 29. The explanatory note to the bill notes that the terms of consent to the processing of personal data are often included in large user agreements and other legal documents, which creates confusion for citizens. The authors of the project believe that the introduction of clear and transparent rules will eliminate legal uncertainty and protect the rights of citizens from unscrupulous data operators.
