The use of artificial intelligence in the modern world is similar to the role of nuclear energy: the atom can be peaceful in medicine or at nuclear power plants, or it can become part of a deadly nuclear weapon. The question is how to use AI. And Russia, like in nuclear energy, has the opportunity to become one of the leaders in the development of AI. This was noted by Russian President Vladimir Putin at the plenary session of the Valdai International Discussion Club.
The same [as in atomic energy], absolutely the same [is embedded] in artificial intelligence. The question is how it is regulated and how people use it. The question is how to regulate? Of course, in many countries it is regulated, in some, as you say, it is even prohibited. I think it is impossible to prohibit, it will still find its way, especially in a competitive environment, competition is increasing. I am not talking about armed confrontation now, but in general, competition in the economy is growing. Therefore, in a competitive environment - and it is inevitable - the development of artificial intelligence is also inevitable. And here, of course, we can be among the leaders, bearing in mind certain advantages that we have. As for sovereignty, it is, of course, a crucial component. Platforms [for creating AI] are most often formed abroad, and they shape the worldview. And here we must understand this and develop our own sovereign artificial intelligence.
Also, speaking at the plenary session, Putin spoke about the restrictions associated with the operation of the Internet in Russia. The President stated that the Internet should be subject to national legislation, but banning everything in a row on the Internet is counterproductive.
