[...] It is very difficult for us from the state's side, that is, it is possible, but it will be partly counterproductive to ban everything [on the Internet] precisely from the state's side. [...] The state came to the necessity and made a decision on the rules for conducting this business - the Internet as a business - and independently took on certain self-restrictions, especially those related to some possible destructive impact on society as a whole, and especially on the children's audience. And it seems to me that this is one way to ensure the interests of the majority of people and society as a whole. Well, of course, the Internet must comply with the internal legislation of the country where it operates in this area. These are obvious things.
Earlier, on November 6, Roskomnadzor restricted access to thousands of sites with ECH encryption from Cloudflare, which allows hiding metadata from third-party observers. Without using this ECH, Roskomnadzor can track which domain names are visited by a user connected to sites via HTTPS. If the ECH extension is enabled, the domain names are not visible.
Also, since the beginning of November, a campaign to deanonymize large pages, channels and bloggers in social networks has begun. Those of them who have more than 10 thousand subscribers must register on "Gosuslugi" and enter a special list of Roskomnadzor. While registration is voluntary, if it is not, then from January 1, 2025, the possibilities of legal earnings for a blog, page or blogger on the Web will be eliminated, and their popularization through reposts and mentions will be severely limited.
It is assumed that the new rules for maintaining information channels in social networks in Russia with an audience of more than 10 thousand people will streamline the advertising market and increase the level of protection against Internet fraudsters and unreliable, false information.
