The State Duma has adopted in the third reading a bill that excludes the OSAGO policy from the list of mandatory documents for registering and re-registering a car — the latter when changing owners. The changes are being made to the law "On State Registration of Vehicles in the Russian Federation".
There are other innovations as well. Now, when selling a car, you don't have to wait ten days, but you can safely go and deregister the car immediately. However, there is a nuance. To do this, the transaction must be processed through "Gosuslugi" or the sales contract must be certified by a notary. In other cases, you will have to deregister the car in 10 days.
The law expands the reasons for refusing to register a car. Thus, it will not be possible to change the owner if the recycling fee for the vehicle has not been paid. This refers to cars that were imported by an individual.
In addition, if the owner's car was stolen, then according to the new amendments, he will be able to terminate the registration of the vehicle.
To enter into force, the bill must also be approved by the Federation Council and President Vladimir Putin.
