Russian Authorities Expand Priority Development Areas in the Arctic and Far East

All projects that led to the expansion of the PDA are scheduled for completion between 2024 and 2025.

The Russian government has signed a decree to expand the PDAs (priority development areas). This concerns the Far East and the Arctic zone. The aim of the decision is to develop new investment projects and support previously initiated business initiatives.

The inclusion of a new site in the "Bolshoy Kamen" PDA, located near the city of the same name in the Primorsky Territory, as well as part of Seldyanaya Bay in the Sea of Japan, is necessary to continue the construction of the Primorsky Metallurgical Plant. As part of this investment project, production buildings, transport infrastructure, power supply lines, housing for employees, and social facilities will be built.

It is additionally noted that a new pier is planned to be built in the city of Bolshoy Kamen. This will allow the use of vessels for transporting the necessary equipment for the construction of the plant. The launch of the enterprise is planned for 2025.

The expansion of the boundaries of the "Amurskaya" PDA involves the inclusion of sites in the Bureysky, Ivanovsky, and Tyndinsky municipal districts of the Amur Region. This, in particular, will make it possible to build a warehouse for the existing production of reinforced concrete products.

A new dry port will appear in this zone, which will increase the flow of goods between China and Russia. Cargo transshipment will be carried out between road and rail transport. The project is also scheduled to launch in 2025.

It was additionally noted that new infrastructure will be created for the transportation of coal from the Republic of Sakha to the Taluma-Ugolnaya station. It is planned that, starting from 2030, the volume of coal supplies may reach up to 2 million tons.

In the Arctic zone, the territory of the priority development area "Capital of the Arctic" will be expanded. The construction of the Western Transport and Logistics Hub is planned to begin on new sites in the Kola district of the Murmansk region and the Barents Sea. There, cargo will be transshipped between ice-class container ships that will travel along the Northern Sea Route and non-ice-class vessels. The construction of a terminal and two deep-water berths is planned as part of the transport and logistics hub.

Future plans for the expansion of the "Khabarovsk" PDA were also announced. Here, it is planned to buy out part of the railway infrastructure of the Mylki railway station for the further supply of the future hydrometallurgical plant engaged in the processing of gold-silver-containing concentrates. The plant will be built this year.

It is worth noting that the PDA is created for a period of 10 years with the possibility of further extension for another 5 years. This special legal regime is designed to stimulate the country's economic sectors by attracting new investors.
