The bill has already been submitted to the State Duma for consideration

A bill has been submitted to the State Duma proposing fines for drivers of personal mobility devices (PMD). Driving an electric scooter while intoxicated and refusing medical examination will result in a fine of 20,000 to 30,000 rubles.

If a participant in an accident involving a PMD leaves the scene, they will be fined 5,000 rubles. Driving an electric scooter onto the roadway may result in a fine of 2,000 to 2,500 rubles. In case of speeding, the proposed fine will range from 500 rubles to 5,000 rubles.

Causing minor bodily harm to other road users may result in a fine of 2,000 to 5,000 rubles. For moderate injuries, the fine will be 10,000 to 15,000 rubles.
