Russia to abandon foreign software at fast charging stations

They all must switch to domestically produced "brains" from January 1, 2025

From January 1, 2025, Russia is transferring all electric vehicle fast charging stations (EVCS) to domestic software, according to an order from the Ministry of Digital Development.

In addition, EVCS must have OCPP protocols of version not lower than 2.01 and OCPI version not lower than 2.2.1.

Such charging stations will be able to count not only on existence, but also on subsidies from the state. Currently, gas stations can receive subsidies for technological connection to fast EVCS, recouping 30% of costs, but only within 900 thousand rubles. If a regular diesel or gas station buys an EVCS, then the maximum subsidy in this case is 60% of the station's cost — however, provided that it does not exceed 1.86 million rubles.

In the prospective future, OCPP and OCPI, which meet the requirements of the Ministry of Digital Development, will allow users to charge cars at stations of different operators, and stations will be able to exchange data. They also provide technological capabilities for creating a single operator for all EVCS networks.

However, concerns are already arising in specialized technical Telegram channels about the feasibility of creating a single EVCS operator. The risk of hacking the structure of a single refueling operator from the outside, which would leave thousands of Russians across the country without transport, is quite high.
