Ministry of Digital Development asked telecom operators to postpone blocking unmarked bank calls

Restrictions were supposed to be introduced on October 15, but negotiations with credit organizations are still ongoing

The Ministry of Digital Development has asked telecom operators to postpone restrictions on incoming calls from banks until early November if the call is not marked. Telecom companies planned to introduce the blocking from October 15, the ministry reported.

Mandatory call labeling has been in effect since September 1, 2025. Ninety-five percent of banks have concluded agreements with operators, while the remaining five percent, which generate most of the banking market's revenue, have not. The heads of MTS, Megafon, Beeline, and Rostelecom stated at the 'Digital Solutions' forum that they would comply with the law on October 15.

Labeling is already working: the number of spam calls has dropped by 25–30%, and 92% of Russians surveyed by VCIOM rate it positively. The delay gives banks time to complete negotiations. But if the five percent of the largest players do not sign agreements, their calls may be blocked — this will affect communication with clients. Operators are ready to comply with the law, banks are dragging their feet, and the regulator is mediating.
