First official crypto exchanges appear in Russia: Central Bank approved four organizations

Another five companies will be able to account for and ensure the transfer of digital assets as digital depositories

The Bank of Russia has for the first time allowed organizations to operate in the financial market that will be able to officially engage in the exchange of digital currencies. Four companies were included in the special register, and another five became the first digital depositories. Participants were admitted under the transitional provisions of the new legislation on digital currencies and digital rights.

VTB, T-Invest Lab from the T-Technologies group, Zephyr, and Sistema-Kripto were among the crypto exchanges. They will be able to buy and sell digital currencies on their own behalf and at their own expense outside organized trading.

VTB, Sber, Voltari, Atomize from T-Technologies, and Cloud Infrastructure received the status of digital depository. Such organizations can account for digital currencies and digital rights, record the transfer of assets between owners, and provide clients with access to identifier addresses where they are accounted for.

From the moment of inclusion in the registers, companies are obliged to comply with the established rules for conducting and accounting for operations. At the same time, they were given a transitional period: they must fully bring their work in line with the new legislative requirements by September 1, 2027.

The new regulatory system began operating on September 1, 2026. The Central Bank considers the inclusion of the first participants in the registers an important stage in creating a regulated infrastructure for the Russian digital currency market.
