Rostov Oblast Governor Yuri Slyusar appealed to First Deputy Prime Minister Denis Manturov with a proposal to move the headquarters of the Russian Helicopters holding to Rostov-on-Don. The meeting took place on October 2, 2026, as part of the First Deputy Prime Minister's working trip to the Don. According to the governor, the relocation will provide the region with an additional tax base and attract funds to the regional budget.
Currently, the holding's head office operates in Moscow, and the main design and engineering potential is concentrated in Lyubertsy, Moscow Oblast. At the same time, Rostov is home to the industry's flagship enterprise, Rostvertol, which the governor called “the number one enterprise in the industry”. In his opinion, Rostov “historically and economically claims to become the helicopter capital of Russia”.
Manturov, in response, stated that it is impractical and impossible to move everything, given the competencies formed in Lyubertsy: the holding's unified engineering center is located there.
But for certain components of the holding, including for the formation of additional tax revenues in the region, I believe it is expedient to do so. Here we will need to work together with Rostec. This does not even require government instructions. Within the corporation, we will support and implement this.
The idea fits into President Vladimir Putin's instruction to relocate the offices of large companies to the regions. There is already a precedent: Gazprom officially moved its headquarters from Moscow to St. Petersburg in 2021. At the same time, the initiative itself is not new for Rostov Oblast: back in August 2025, Slyusar stated that the region is ready to claim a “residence permit” for large corporations, without specifying which companies he was referring to.
