Russian Ministry of Labor submitted a draft for discussion on integrating Max with HR e-document management

The messenger will become an additional channel for notifications, certificates, and vacation approvals

The Russian Ministry of Labor proposed allowing employers to use the Max messenger as an additional channel in electronic HR document management systems. The corresponding bill has been submitted for public discussion. Through the messenger, it will be possible to receive notifications about documents, conduct business correspondence, request certificates, and approve vacation schedules. This was announced by Deputy Minister of Labor and Social Protection Dmitry Platygyn. Connection is assumed on a voluntary basis — through a personal account on the "Rabota v Rossii" portal or through the employer's own or commercial electronic document management system.

Employees will not have to constantly log into the HR system to find out about new documents, the ministry explained. In the Max messenger, it will be possible to receive notifications about incoming documents, conduct business correspondence, request certificates, and approve vacation schedules.

However, Max does not replace the HR document management system. Employers and employees will still view and sign documents through "Gosuslugi" using "Gosklyuch". A link to the relevant document will be sent to Max. The proposal also does not change the list of documents that cannot be processed and signed electronically.

Electronic HR document management is already used by employers through their own systems and the "Rabota v Rossii" platform. The Ministry of Labor indicates that employers can use their own information systems or the EKDO subsystem on the "Rabota v Rossii" portal, and the transition to electronic documents is not mandatory for all organizations.

A similar possibility with Max was discussed by the Ministry of Labor in January 2026. At that time, the agency also spoke about the possibility of using the messenger for document requests, vacation approvals, and other HR issues, emphasizing that this should not become a mandatory method of interaction.
