The Ministry of Industry and Trade plans to use a labeling system for additional verification of electronics manufacturers. It should help determine whether companies are indeed using Russian materials and components, as declared when their products are included in the register of domestic goods. The Minister of Industry and Trade, Anton Alikhanov, spoke about the capabilities of labeling at the plenary session “Microelectronics 2026”.
According to the minister, such labeling systems are already linked to other state information systems. This allows verifying, in particular, whether the materials and chemical components declared for production were actually purchased.
The head of the Ministry of Industry and Trade also announced that requirements for domestic electronics are planned to be gradually extended to materials and components that manufacturers are obliged to use in product manufacturing.
In parallel, authorities are already conducting repeat inspections of manufacturers. First Deputy Prime Minister Denis Manturov reported that representatives of federal executive bodies visit enterprises. According to him, this work is related, among other things, to identified cases where components declared during the initial inspection could be replaced by cheaper foreign analogues during serial production.
The problem is that a manufacturer can show Russian components during an inspection for product inclusion in the register, and then use cheaper foreign components in mass production, says Irina Mitina, Deputy Director for Government Relations at GS Group.
Currently, products for inclusion in the register are checked by the Chamber of Commerce and Industry. Documents are verified and on-site inspections are conducted. However, it can be difficult to establish the origin of materials if they were purchased through several intermediaries.
Dmitry Orlenko, Production Director at Fplus, emphasized that tracking products by codes can simplify control. In particular, it should complicate the scheme where a small batch is purchased from a Russian supplier, and then replaced with Chinese analogues in mass production.
At the same time, Irina Mitina also proposed using administrative measures, linking tax benefits to reporting on domestic components, involving specialized consortia in monitoring, and conducting selective control purchases.
From May 1, 2026, manufacturers and importers of certain types of radio-electronic products in Russia are obliged to apply identification means and transmit information about labeling and the introduction of goods into circulation. The list includes, in particular, smartphones, laptops, printed circuits, sockets, lighting products, and other categories defined by government decree.
