A different amount of technological fee is being prepared for smartphones, laptops, and other marked electronics. If a specific model is registered in the state system "Chestny Znak", the payment may be significantly lower. For equipment not in the system, a higher coefficient is being discussed — the difference will reach 33%.
That is, labeling will now affect not only product tracking but also directly the expenses of the manufacturer or importer. The more transparent the origin of the device and its movement in the market, the more profitable the fee calculation may be.
Another important point is that the authorities are discussing linking "Chestny Znak" with the register of localized Russian products. This will make it easier to confirm the domestic origin of equipment, and the reduced burden should further stimulate companies to transfer more production to Russia.
The technological fee itself will begin to be collected from December 1, 2026. It will apply to electronics manufacturers and importers, and the collected funds are planned to be directed to the development of Russian radio electronics and microelectronics. The Ministry of Industry and Trade previously estimated potential revenues at approximately 136 billion rubles over six years.
For buyers, the effect will depend on the cost of the device. The industry notes that for expensive equipment, the new payment may be almost imperceptible, but in the price of budget smartphones and laptops, its share will be felt more strongly. At the same time, the final calculation rules are still being discussed.
