The Ministry of Industry and Trade has approved a new list of critical industrial products for the radio-electronic industry. It determines which manufacturers can apply for subsidies for the design of domestic solutions, CNews writes.
The list includes complex functional blocks (IP blocks) for microcircuits, semiconductor devices, electronic modules, smart cards, printed circuit boards, storage devices, single-board computers, laser and optical equipment, cameras, microphones, portable PCs, and telecommunication equipment.
According to experts interviewed by CNews, the innovation is designed to stop the practice where companies bought imported components and passed them off as their own developments. Now state support is tied to specific products, and the replacement of foreign solutions with Russian ones becomes mandatory. Previously, a company could declare the development of an entire computing complex, using imported component base inside, and receive a subsidy. Now, support will only be given for a specific node from the list – for example, for a printed circuit board, an IP block, or a single-board computer.
According to experts, the approval of a formalized list is a step forward and at the same time a tightening of the rules. From now on, this is the only "entry ticket" for receiving R&D subsidies from the Ministry of Industry and Trade. At the same time, questions remain: how to control the origin of components to exclude the "Chinese trace".
