Fuel sales to minors to be restricted in Moscow Oblast from September 1

Fuels and lubricants will only be available to teenagers who have licenses to operate mopeds and motorcycles

A restriction on the sale of fuels and lubricants (F&L) to persons under 18 years of age will be introduced in Moscow Oblast from September 1. Fuel will only be dispensed to teenagers who can present a driver's license for operating mopeds and light motorcycles. This decision was made by the deputies of the Moscow Oblast Duma.

The law introduces a direct ban on the sale of gasoline, diesel fuel, gas, and lubricants to minors.

The seller at the gas station will be obliged to check documents, and in case of doubt about the buyer's age, refuse to dispense fuel.

Deputies of the Moscow Oblast Duma also provided for a system of fines for violating the law. Individuals face a fine of 5 thousand rubles, legal entities - 50 thousand rubles, legal entities - 100 thousand rubles.

The law was adopted to reduce the number of road accidents involving teenagers who ride pit bikes without a license. In the first 5 months of 2025 alone, 739 accidents involving drivers under the age of 16 occurred in the country.

About 75% of incidents are related to minors on mopeds and motorcycles. The State Traffic Inspectorate attributes this to insufficient control by adults.
