A Moscow resident was stripped of his driver's license after riding an electric scooter while intoxicated. The ethanol content in his blood was approximately seven times higher than the permissible level. In addition to being deprived of the right to operate a vehicle, the man was fined 45,000 rubles.
The key factor was the scooter's power – it exceeded 250 W. For less powerful models, whose speed is limited to 25 km/h, the liability is softer: for drunk driving, the user can be fined as a pedestrian up to 1,500 rubles.
Auto lawyers note that having a driver's license can lead to additional consequences. If the device falls under the category of a vehicle, operating it while intoxicated can lead to the deprivation of the right to operate other types of transport, even if a separate license was not required for the scooter itself.
Kicksharing services also have their own sanctions. For a drunk ride, the fine can range from 100,000 to 150,000 rubles, and the offender's account may be temporarily restricted or completely blocked. However, identifying such cases is difficult: cameras can record some violations, but it is almost impossible to determine the state of intoxication remotely.
According to the State Traffic Inspectorate, about 3,200 road accidents involving individual mobility devices and electric scooters occurred last year. This is 26% less than a year earlier.
